Sakanoue no Tamuramaro

Court noble and general of the early Heian period, the second man to hold the title of sei-i taishōgun. Appointed in 797, he led the campaign of 801 against the Emishi of northern Honshu, built Isawa Castle (802) and Shiwa Castle (803) and received the surrender of Aterui; he later rose to the rank of dainagon. Tradition links his name with the founding of Kiyomizu-dera in Kyoto.
