Ishbara Qaghan
Grandson of Bumin, called Shetu in the Chinese histories and Nivar in the Bugut inscription; khagan of the Turks from 581 to 587, ruling from Ötüken. Raised by the nobles over the heir named by Taspar, he attacked his rival Apa Qaghan in 583, starting the civil war that split the khaganate, and in 584–585 accepted the overlordship of the Sui.
