Holy Alliance
Alexander I, Emperor Francis I of Austria and King Frederick William III of Prussia signed in Paris an act establishing a “fraternal and Christian union” of monarchs, intended to uphold the order established by the Congress of Vienna.

The alliance was Alexander I’s initiative. The act imposed no specific obligations on those who signed it, but almost all the monarchs of continental Europe later joined it, except the Pope and the Ottoman sultan.
In the following years the alliance became the basis for the great powers’ intervention in the internal affairs of other states in order to suppress revolutionary movements.
